Jake Locker remains a question mark at best. Can he develop into a franchise-type quarterback? Even the most optimistic Titans fans would be slow to say, "maybe".
Accuracy and decision making are the issues. Can he read a defense? Does he see the game?
But set that aside for a moment. As a runner, Locker is something special. He averaged 29 rushing yards in his 10 full games last year, and when he tucked the ball and ran, he was usually successful.
Locker averaged 7.1 yards on his running plays last year. In the last 10 years, only one other quarterback (with 40 attempts) has gone higher - Michael Vick. (And Vick has done it three times.)
