Is Peyton Manning a top-4 quarterback? One of the thing he has working against him is mobility. (Or, more accurately, lack of mobility).
Manning doesn't gain any yards. In his last 48 games, I think he's run for a total of 11 yards. And they don't use him on sneaks at the goal line. At this point in his career, he's just trying to avoid getting touched - stay healthy.
Compare that to Tom Brady, who's a similar type of quarterback. With Brady, they use him on some sneaks at the goal line; he's run for 7 TDs in the last two years.
In most fantasy leagues, rushing production is worth more than passing. 10 rushing yards is like throwing for 20 passing yards. And 4 TD runs is like throwing an additional 6 touchdowns.
It's a strike against Manning.
Looking at his game-by-game stats, I see Manning hasn't run for a touchdown in 57 straight games. Earlier in his career, he had a streak of 59 games without a TD run. I checked through the numbers of the other top passers in league history and couldn't find anyone else who had two streaks of 50-plus games without a rushing touchdown.
