The turnover in Philadelphia has drawn the most headlines, but they're far from the only team that's dramatically altered its roster since the end of season. The Bills and Dolphins, linked by the ongoing Charles Clay drama, have done the same.
Miami's biggest move was signing Ndamukong Suh, and it still has Ryan Tannehill at quarterback and Lamar Miller at running back. But -- especially if lets Clay go, which seems likely -- it will have an almost entirely new group of receivers. Buffalo, meanwhile, has a vastly different group of players around Sammy Watkins.
The Buffalo News thinks the $38 million offer sheet is based on what the Bills think Clay can do in the future. More likely it's an overpay simply to secure his services, the price of doing business with transition tags. Miami has signed Jordan Cameron, so most likely it will decline to match and let Clay move on. (Even though the two are different kinds of players, and both could be on the field for Miami at the same time.)
