We can seldom say for sure which team did best in free agency. Until these guys play a game, team moves being either good or bad is a matter of opinion. But we can say which teams did most, and thus far it's the Buffalo Bills who have been most active.

After a few seasons of generally shipping veterans out, the Bills are all-in on their second-year quarterback Josh Allen. They've spent the offseason to this point building around him -- he'll have a lot of new faces to meet in the huddle.

The NFL Draft is yet to come, but already there will be quite a few new starters joining him on the offensive side of the ball. Three-fifths of the offensive line and most of the receiving corps will be free agent signings.

Both Zay Jones and Robert Foster played well late last season, so there's a chance both will be in the top 3 wideouts. But they gave Brown a 3-year, $27 million contract and Beasley a 4-year, $29 million deal, so those guys aren't going to be riding the bench.

It will be interesting to see if the Bills draft a running back early, given that McCoy is long in the tooth and increasingly likely to be sidelined by injury of some kind. Drafting a tight end is also possible.

But with all the moves they've made on the offensive side of the ball, they could also look to use their highest picks on defense. If Allen takes another step forward, this could be an interesting team in 2019 and beyond.
