Rams. In 1997, the Rams traded with the Jets, selecting Orlando Pace. And in 2016, the Rams swung a deal with Tennessee, picking Jared Goff. Setting aside John Elway and Eli Manning (who were both traded after being picked), three other teams have moved up into the No. 1 overall spot. Cincinnati did it in 1995 with expansion Carolina, picking Ki-Jana Carter. The Colts in 1990 traded up to take the No. 1 pick from Atlanta, selecting Jeff George (George ended up throwing more touchdowns for the Falcons than the Colts anyway). And Atlanta in 2001 traded up with San Diego, picking Michael Vick.
